Remember: Harmony in Irish music is an Expressive Element, not a Structural Element. The structure of the tune, its defining rhythm and melodic content are all in the tune. The guitar or piano player can use whatever chords suit him or her, or even change what chords s/he plays without damaging the tune, because the tune can stand on its own. Chordal players are free to differ, just not at the same time.

Rock n roll is built from the accompaniment up and everything rests on the rhythm guitar or the bass/drums, but the rhythm in Irish music come from the tune itself and rhythm players are reminded to listen to the flute/fiddle/pipes and take their cues accordingly.
